The superintendent at Katie's local school district claimed to have "In Loco Parentis". Under Ohio law In Loco Parentis means, ""In loco parentis" means an adult who is the caretaker of a child, including a relative, foster parent or stepparent, who is charged with the rights, duties and responsibilities of a parent and whose presence in the home is needed to perform these rights, duties and responsibilities.". Governor Dewine & John Husted's presentation to media about eliminating 1/3rd of Ohio's Administrative Code via the Budget Bill this year. The Administrative Code means "the codification of the rules of the administrative agencies of the State of Ohio.". Dewine says it to help businesses but majority of the Rules are for State Agencies, so essentially they are throwing out their own rules.
