He recommends her endorsement from AFLCIO which she receives. 

NO ONE KNOWS ABOUT AFFAIR

Candidate for County Commissioner Michelle Hung is endorsed by the AFL-CIO of Lorain County. 

Harry Williamson (then president of AFL-CIO) goes down to Huron County before being appointed as the Lorain County Director of 911.

Sheriffs Report :  

"Harry advised that before he was appointed 911 Director, Tom Williams who was the county administrator at the time contacted him. (TW was not yet County Admin, Jim Cordes was)  Tom asked Harry to meet with Art Mead who is the Huron County Director of EMA38. Tom wanted Harry to meet with MEAD since Harry was going to be appointed the director of 911, and get a feel for how Huron County has the 911 center set up. Harry indicated that ironically Tim Carrion was also in Huron County observing the working of the Job and Family Services there before he was appointed Director of LCJFS39. 

While Harry was at Huron County MEAD showed him the new radio system that Huron County was transitioning to. The system was the L3 Harris System. After MEAD showed Harry, the system, he took the information that he had and informed Tom Williams about it after he received the appointment as

911 Director 

Harry advised that was when he met Alan Close. Harry advised that he had never met Close before this and never received any kickbacks or personal benefits from CCI or Close."

This statement from the Lorain County Sheriffs Investigation affirms that Harry Williamson was the first person to meet Alan Close owner of Cleveland Communications Inc.

• Hung did not tell anyone about the affair. 
• Conflict of interest, Hung was the deciding vote to hire Harry Williamson.  COMM’R LUNDY (D) (ABSTAINED)

Harry Williamson retired as president of AFL-CIO January 2020 before he accepted his position of 911 Director.

Hung and Harry kissing outside 911 center- someone obtained this footage. Chronicle Telegram released footage later in August when a video clip was sent to them by an unknown person. 

  Sometime in early spring Alan Close of CCI met with former 911 Director Harry Williamson and Commr’ Michelle Hung to discuss the 911 Tower that CCI needed a repeater installed. Close advised Safety Director Streator that this meeting went well, and County may be interested moving forward (no exact date was given in Mr. Streator interview on 4/21/23) 

Lorain County 911 : Equipment and Computer Buildout  

• Lorain County 911 Director, Harry Williamson, requested quotes by phone. 
• Called only 2 companies (did not request bid even though over $50,000)Vasu Communications and Cleveland Communications Inc. (CCI) 
• It was alleged that Harry Williamson or Comm’r Hung shared proprietary information and cost so CCI could under bid competition. 
• Harry Williamson requested quotes (no bids) from Vasu Communications and Cleveland Communications Inc. (CCI). 

Vasu first submits then a few days later CCI comes in right under VASU. At the time VASU believed technical and proprietary information was being shared with CCI by Comm’r Hung and then Director 911 Harry Williamson to steer the contract to Cleveland Communications Inc.

This project should have gone through the bidding process.  

MONDAY APRIL 5TH: $103,165.08 VASU

WEDNESDAY APRIL 7TH: $102,118.08 CCI

According to sources those consoles were never installed until end of 2023 when this controversy was being made public. 

In an article published in the Lorain County Telegram on 08/25/2023 speaking of this project: 

"CCI owner Alan Close told investigators that he was given documents by former Lorain County 911 director Harry Williamson with a quote from VASU Communications for the project asking him (Close) if he could beat the quote from VASU, according to the State Auditors office". 

Alan Close claims he did not know why Harry Williamson then Director of 911 would send him the competitor's proprietary information & he did not ask for it. However he did bid lower and ultimately won the contract. 

Cleveland Communications Inc. Quote Approved for  $102,118.08 

On 12/15/2021 Michelle Hung will state that on this day she met with Steve Haberman with Mission Critical Partners. 

• She says he told her to stay on track County would need to move forward no later than November 2021. (Move Forward on What?)

911 on Burns - Zero Light Penetration & Soundproof Office approved $30,465. 

• Later on December 8th, 2021 - Commissioner Moore questions why this was done; 911 Director office who Comm'r Hung was having affair with, might be why. 
• The building was only three years old at the time, for what reason does the Director need a soundproof and zero visibility office?

CCI Alan Close goes to Ohio General Assembly to request $1,000,000 from DAS. Alan Close of CCI is requesting an inner subsystem interface ISSI interface which would connect the two systems. He has been asking for this interface for years and is speaking to Senate and House when state budget is being finalized (he  knows he will not get the money)  

Alan Close announced during his speech that LORAIN COUNTY JOINING CCI SOON.

A proposal hasn’t even been sent over to Lorain County, why would Alan Close believe Lorain County is joining CCI?

• Senator Romanchuk asked questions regarding the claim that MARCS radio is not reliable and asks how many times the MARCS radio system went down.

The response was the radio system has only been down a few hours due to system upgrades in December.

• Senator **** (Lakewood) asks if Medina County Sheriff’s office is using both MARCS and CCI (L3 Harris) 

Yes, the Medina County Sheriffs use both systems.

All proponents for CCI contract in Lorain County claimed that MARCS system was bad and did not work properly all proved false based on CCI testimony in front of Senate. 

Tom Williams (County Administrator) receives verbal proposal from Comm'r Hung (R) and then Director of 911 Harry Williamson to contract with Cleveland Communications Inc. 

He advised them all proposals to county must be in writing 

The official document was received by then Administrator Tom Williams from Alan Close June 1st, 2021. Cleveland Communications is a public communications L3 Harris system integrator, meaning they are a radio vendor.

The proposal discusses inter-operability issue claims to take care of FCC Licensing of radio channels and microwave channels, but CCI is using the City of Avon’s FCC license. 

Other questions to aske

•  The legality of Avon leasing FCC license to CCI without authorization from FCC?
• Has FCC approved CCI to sublet the license? 
• States future ISSI connection to Ohio MARCS. (Not in Budget- DAS not allowing) CCI requested ISSI connection when state budget was being finalized. 

Alan Close knew at the time he was not receiving connection and that DAS/cell providers would never allow connection for interoperability. 

Alan Close of Cleveland Communications Inc states in his complaint filed in US Northern District Court. Dana Gollner reached out to CCI at a meeting in the Northern District of Ohio.

• Gollner told Alan Close he could "gain the support" of all three Commissioners if CCI paid Gollner a 10% "lobbying fee" of the multi million dollar contract. 
• At this meeting Gollner showed confidential email from Motorola to Lorain County Commissioners. The second email was between him and the Lorain County Commissioners.
• Close claims CCI advised Gollner that the upcoming contract would not support a fee of this amount, Gollner told CCI to simply submit a bid for a higher amount because there were a "number of people to get paid and a higher bid would be accepted".  

Comm'r Moore walked out of a meeting 4 days later where Comm'r Hung and 911 Director request a 6.4million dollar no bid contract be awarded to CCI. From that meeting forward Commissioner Michelle Hung abandoned her REPUBLICAN counterpart on the Board of Commissioners (3 members) and associated with Democrat Matt Lundy through 2022. 

Commissioner Dave Moore was the outsider on the 3 member Board of Commissioners, he continuously& vigorously called out ongoing corruption over the next 18 months. 

Comm’r Hung & Williamson (911 Director) get into lover’s quarrel. 

• Comm’r Hung admits to Tom Williams (County Administrator) that she had been having an affair with Harry Williamson. She showed him inappropriate text messages between the couple. 
• Before the county commissioner meeting Comm’r Hung admitted to taking Xanex and consuming alcohol before the meeting. Impaired during the meeting. (Visible on video)
• On or about that time she informed Tom Williams (County Administrator) of a video recording of the County Prosecutors mother giving oral sex to her boyfriend Harry Williamson (911 Director). 

Alan Close sends email to Comm’r Hung (R), Harry Williamson (Director 911), Tom Williams (County Administrator), Russ Scarborough emails states: 

Close wants to meet the following week to discuss the “Five City Radio Project” (Project is between CCI and Cities – county commissioner should not be involved)

• Free radios are in and segmented per Chief Young Instructions
• Avon has signed contract for the user fees and site contract for use of water tower (FCC License too)
• Avon Lake signed contract for user fees and site contract for use of water tower.
• Sheffield Lake has signed a contract for user fees.
• Sheffield Village is set for final approval Monday evening.
• North Ridgeville is on hold for the moment.
• Construction set to begin soon and “Your 9-1-1 Tower is critical to the success of this project.” 

CCI stated in a previous news article that they needed both spots on Burns Road Tower for their “Five City Plan” to work. The county controls that tower. 

Hung later admitted that she wanted to charge MARCS $5,000/month lease agreement for a spot but gave CCI a spot in OCT 2021 for $1,500/month. 

• Why did she want to overcharge other vendors?

Build out of new positions 13-16 Burns Road (Referencing Spots on County Tower)

• Harry Williamson (Director 911) states he has been out of town the last few weeks, but it is time to focus and “get back on track”with everyone with the buildout of Burns Road. He says they all need a schedule to move this along. That they are moving rapidly and expanding their employee base in addition to absorbing other agencies into the 911 center. He said it’s important to stay in front of the Burns Road Project. Lastly, Comm’r Hung is on email because she wishes to be kept informed and updated on this project. 
• “Get back on track” means he felt they were off track.

Their fight on June 23rd, 2021- it was known that Williamson was upset with Comm’r Hung regarding CCI. Burns Road Tower (County Tower) repeaters needed to be  placed on tower and approval required by County Commissioners for CCI - crucial Five City plan to be executed. 

No movement on project since County received proposal. 

Tom Williams (County Admin) contacts the Assistant Lorain County Prosecutor and discloses Comm’r Hung and Williamson (Director 911) behavior regarding their affair, Harry and Hung’s relationship with CCI, the no bid contract with CCI, and other issues. 

Tom Williams meets with County legal representatives to discuss Hung and Williams CCI dealings,  affair, and other issues.

 Comm’r Michelle Hung attends the Lorain County Fire Chiefs Association annual steak fry and meeting in Sheffield Village. 

Commissioner Hung admits in executive session to other Commissioners (Moore (R) and Lundy (D)) of ongoing affair with Director of 911 Harry Williamson. 

Director of 911 Services Harry Williamson was terminated.

• Commissioner Hung abstained from the vote. 

Moore (R) & Lundy (D): Ayes

Commissioner Moore (R) & Commissioner Lundy (D) announce to the public VIA press release in the Lorain County Telegram and Morning Journal, that an affair between Commissioner Hung and Director of 911 Harry Williamson and they have just learned of it.

During public comment Tia Hilton of Amherst makes comments to Commissioner Hung expressing her "feelings" about Hung's behavior.

Commissioner Hung's advocate Aden Fogel first appears. It is clear that Comm'r Hung knows him due to her correcting his attacks against Comm'r Lundy (D). Even stating for him to apologize to Lundy. 

• Later Aden Fogel  would tell me that Comm'r Hung and her boyfriend former 911 Director Williamson would edit and write his speeches he will continue to give. 

Commissioner Hung makes a public statement regarding her lying and affair with 911 services Director Harry Williamson.

Video recording of Comm’r Hung and 911 Director Williamson kissing outside of restroom at 911 office leaked to press and published. 

Commissioner Hung makes statement in Newspaper Chronicle Telegram -           “ anyone who has actively been part of this political stunt will have to consider the consequences”

CCI submitted a $50,001.58 requisition for “Equipment and installation charges for 911 capability to dispatch to 5 cities using 700/800 Harris radios”. 

Commissioner Moore writes letter to State of Ohio Auditor regarding his concerns with Commissioner Hung, Former 911 Director Harry Williamson, Cleveland Communications Inc, and L3Harris. He also requests investigation be conducted by Lorain County Sheriff Phil Stammitti & Attorney General David Yost.  

President of the Board Michelle Hung is questioned about her excessive use & questionable reasons to go into executive session, another possible violation of Ohio Open Meetings Act. 

Com. Moore (R) : No reason to go into executive session to discuss Healthcare, he feels the amount of time spent in executive session is ridiculous and doesn’t understand why today executive session is necessary. Board of Commissioners have spent 13.5 hours in executive session over the last few weeks. 

According to sources Commissioner Hung begins lobbying North Ridgeville council members to pass a resolution with L3Harris Radio vendor Cleveland Communications Inc. 

• The North Ridgeville city council is to vote on contracting with Cleveland Communications Inc. 
• Comm’r Hung was previously a member of the North Ridgeville City Council. 

Tom Williams accepts settlement of $450,000, his attorney sends email stating ACCEPTED as full and final settlement.

Assistant Prosecutor Dan Petticord contacted Williams Attorney withdrawing settlement, stating the board (Hung & Lundy) changed their mind OVERNIGHT. 

Assistant Prosecutor Petticord recused himself from representing Comm’r Hung (r) and Lundy (d) in this case.

Moore brings up executive session issues:

•  Itinerary floating around regards to executive sessions, this is now a public document. 
• He ran this by the Assist. Prosecutor that morning and debated on 6 topics qualified for executive session, however; 5 topics did not qualify for executive session.

The Communication Tower agreement that should not be discussed in executive session was just to see if it was signed or not. (Cleveland Communications Tower Agreement)

• The Monday before the meeting Moore discusses sending a text to Asst. Prosecutor asking if there was an executive session he was unaware of or not invited too and he said yes. 
• Comm’r Moore informed him to give him a call afterwards and their phone call lasted 10 minutes. 
• Petticord interjects, he did not mean to say there was an executive session he said Comm’r Lundy and Hung asked to meet with Counsel, which in his reading of the Ohio Law is permissible under the Sunshine Law because there is no provision in the Sunshine Law to allow the discussion of general legal advice in executive session, it is not one of the exceptions. 

Moore said you are aware that the conversation veered into areas that in his opinion was appropriate for discussion in an Open Meeting.

Moore sent a text at 10:19am asking if there was an executive session that he was not included in, your reply was you here. I repeated question and your response was yes. I assumed yes meant you were holding an executive session. Comm’r Moore disagrees with Asst. Prosecutor about legal but that’s ok.
