Lorain County Sheriff no longer has authority over 911 communication systems or sheriff dispatch, or services consolidation.

Candidate for County Commissioner Michelle Hung is endorsed by the AFL-CIO of Lorain County.
Harry Williamson (then president of AFL-CIO) goes down to Huron County before being appointed as the Lorain County Director of 911.

"Harry advised that before he was appointed 911 Director, Tom Williams who was the county administrator at the time contacted him. (TW was not yet County Admin, Jim Cordes was) Tom asked Harry to meet with Art Mead who is the Huron County Director of EMA38. Tom wanted Harry to meet with MEAD since Harry was going to be appointed the director of 911, and get a feel for how Huron County has the 911 center set up. Harry indicated that ironically Tim Carrion was also in Huron County observing the working of the Job and Family Services there before he was appointed Director of LCJFS39.
While Harry was at Huron County MEAD showed him the new radio system that Huron County was transitioning to. The system was the L3 Harris System. After MEAD showed Harry, the system, he took the information that he had and informed Tom Williams about it after he received the appointment as
911 Director
Harry advised that was when he met Alan Close. Harry advised that he had never met Close before this and never received any kickbacks or personal benefits from CCI or Close."
This statement from the Lorain County Sheriffs Investigation affirms that Harry Williamson was the first person to meet Alan Close owner of Cleveland Communications Inc.

Harry Williamson retired as president of AFL-CIO January 2020 before he accepted his position of 911 Director.
Hung and Harry kissing outside 911 center- someone obtained this footage. Chronicle Telegram released footage later in August when a video clip was sent to them by an unknown person.
Sometime in early spring Alan Close of CCI met with former 911 Director Harry Williamson and Commr’ Michelle Hung to discuss the 911 Tower that CCI needed a repeater installed. Close advised Safety Director Streator that this meeting went well, and County may be interested moving forward (no exact date was given in Mr. Streator interview on 4/21/23)

Vasu first submits then a few days later CCI comes in right under VASU. At the time VASU believed technical and proprietary information was being shared with CCI by Comm’r Hung and then Director 911 Harry Williamson to steer the contract to Cleveland Communications Inc.
This project should have gone through the bidding process.

According to sources those consoles were never installed until end of 2023 when this controversy was being made public.
In an article published in the Lorain County Telegram on 08/25/2023 speaking of this project:
"CCI owner Alan Close told investigators that he was given documents by former Lorain County 911 director Harry Williamson with a quote from VASU Communications for the project asking him (Close) if he could beat the quote from VASU, according to the State Auditors office".
Alan Close claims he did not know why Harry Williamson then Director of 911 would send him the competitor's proprietary information & he did not ask for it. However he did bid lower and ultimately won the contract.

CCI Alan Close goes to Ohio General Assembly to request $1,000,000 from DAS. Alan Close of CCI is requesting an inner subsystem interface ISSI interface which would connect the two systems. He has been asking for this interface for years and is speaking to Senate and House when state budget is being finalized (he knows he will not get the money)
Alan Close announced during his speech that LORAIN COUNTY JOINING CCI SOON.
A proposal hasn’t even been sent over to Lorain County, why would Alan Close believe Lorain County is joining CCI?
The response was the radio system has only been down a few hours due to system upgrades in December.
Yes, the Medina County Sheriffs use both systems.
All proponents for CCI contract in Lorain County claimed that MARCS system was bad and did not work properly all proved false based on CCI testimony in front of Senate.
No proposal has even been sent to Lorain County at this point and CEO Alan Close believes the county is joining Cleveland Communications Inc soon? Why would he believe this?

The official document was received by then Administrator Tom Williams from Alan Close June 1st, 2021. Cleveland Communications is a public communications L3 Harris system integrator, meaning they are a radio vendor.
The proposal discusses inter-operability issue claims to take care of FCC Licensing of radio channels and microwave channels, but CCI is using the City of Avon’s FCC license.
Other questions to aske
Alan Close knew at the time he was not receiving connection and that DAS/cell providers would never allow connection for interoperability.
Alan Close of Cleveland Communications Inc states in his complaint filed in US Northern District Court. Dana Gollner reached out to CCI at a meeting in the Northern District of Ohio.
Comm'r Moore walked out of a meeting 4 days later where Comm'r Hung and 911 Director request a 6.4million dollar no bid contract be awarded to CCI. From that meeting forward Commissioner Michelle Hung abandoned her REPUBLICAN counterpart on the Board of Commissioners (3 members) and associated with Democrat Matt Lundy through 2022.
Commissioner Dave Moore was the outsider on the 3 member Board of Commissioners, he continuously& vigorously called out ongoing corruption over the next 18 months.
Commissioner Moore walks out of a meeting with CCI reps, Comm’r Hung (R), and Director of 911 Harry Williamson (D) due to belief that meeting is in violation of Ohio's Open Meetings Act.
Hung and then Director of 911 Williamson want $6.475 million no bid contract CCI using ORC 307.86 to allow no bid using ARPA dollars to pay for radios.

CCI stated in a previous news article that they needed both spots on Burns Road Tower for their “Five City Plan” to work. The county controls that tower.
Hung later admitted that she wanted to charge MARCS $5,000/month lease agreement for a spot but gave CCI a spot in OCT 2021 for $1,500/month.

Tom Williams accepts settlement of $450,000, his attorney sends email stating ACCEPTED as full and final settlement.
Assistant Prosecutor Dan Petticord contacted Williams Attorney withdrawing settlement, stating the board (Hung & Lundy) changed their mind OVERNIGHT.
Assistant Prosecutor Petticord recused himself from representing Comm’r Hung (r) and Lundy (d) in this case.

Moore brings up executive session issues:
The Communication Tower agreement that should not be discussed in executive session was just to see if it was signed or not. (Cleveland Communications Tower Agreement)
Moore said you are aware that the conversation veered into areas that in his opinion was appropriate for discussion in an Open Meeting.
Moore sent a text at 10:19am asking if there was an executive session that he was not included in, your reply was you here. I repeated question and your response was yes. I assumed yes meant you were holding an executive session. Comm’r Moore disagrees with Asst. Prosecutor about legal but that’s ok.
