JR White is hired as the County Administrator replacing Interim County Administrator Rob Weber and Previous Administrator Tom Williams.

Oct 18th, 2021

Jeff Young was hired as Director of 911 Services replacing former Director Harry Williamson, who was having an affair with County Commissioner Mitchell Hung.

- Jeff Young left his position as Sheffield Fire Chief.

OCT 21ST, 2021

Tower lease agreement with Cleveland Communications Inc. $1500/month to place antenna and related apparatus on the tower at 255 Burns Road Elyria, OH to facilitate safety communication services for other municipal governments.

NOV 24TH, 2021

ORC 307.86 – Competitive Bidding Law states anything over $50,000 is required to go out for a competitive bid.

Cleveland Communications Inc. revised their original August 20th, 2021 (requisition) quote so it was $4.94 under the $50,000 mark.

DECEMBER 1ST, 2021

Lorain County Board of Commissioners and the State of Ohio Department of Administrative Services (DAS), Office of Information and Technology, MARCS enter into a Tower Site Lease Agreement allowing antennas and related apparatus on tower at 255 Burns Road.

Commissioner Moore (R) & Commissioner Lundy (D) both vote AYE; Commissioner Hung: ABSENT

Commissioner Moore states that now we can stop arguing about MARCS vs CCI. Municipalities can choose who to contract with now both have equipment on county towerC

DECEMBER 8TH, 2021

Commissioner Moore’s Report discusses:

Commissioner Hung was deciding vote for Harry Williamsons $77,000 / year job as 911 Director. At the time she did not disclose her relationship or abstain from voting due to conflict of interest. Commissioner Lundy (D) voted against Director Williamsons hiring, so Hung (R) was the deciding vote. She was also the deciding vote for Williamson to receive unemployment benefits, which she should have abstained due to conflict of interest.
Commissioner Hung was acting as an advocate for a vendor to secure contracts (lobbying). violating ORC 102.03, 2921.42, and 2921,43.
County dollars were allocated to turn Director Williamsons office into a soundproof office with zero light penetration costing taxpayers $30,465.00, he questions why an office would need to be sound and light proof.
The argument here is not about what radios police and fire prefer, his concern is with the so called “independent consulting firm” and the alliances that have been formed to try and steer $6 million dollar contract to one vendor.
Commissioners last newsletter promoted CCI having an antenna put up on Burns Rd Tower which Moore was against.
Harry Williamson was President of AFLCIO which secured Hung’s endorsement from union, the unions were supporting CCI contract – January 27th, 2021, Email between Alan Close and L3 Harris: “The fire chiefs are now going to have the various unions send a letter of support for the CCI system to their respective mayor’s who tend to bow to union wishes.”
Director Williamson, Commissioner Hung, and Close attended city council meetings and reached out to city council members to “support” Cleveland Communications Inc.
A competing vendor questioned is Commissioner Hung and Director Williamson shared private proprietary information with CCI when request for information although it was already given to them, didn’t quite make sense, and how CCI bid came in right under a few days later certainly raised questions. DAS Field Operator Dick Miller raised serious questions regarding the two’s behavior.
June 14th Incident – 6.4 million do bid contract when Moore left CCI stated an alliance between Hung (R) and Lundy (D) needed to be formed.
Hung confessed to Admin Williams about the affair, he then told prosecutor, the rest is history.

The county wants the cities to choose which radios they will use, which is why the county has voted to allow two antennas to be installed on Burns Road Tower.

Commissioner Moore sent evidence to the Ohio State Auditor’s Office.

Commissioner Lundy’s response was to compliment the Christmas Decorations

DECEMBER 15TH, 2021

Wellington Fire Chief Wetherbee, Elyria Fire Chief Pronesti, and Lorain Fire Chief lobbying for CCI.

Wellington FC Wetherbee: They are experiencing radio deficiencies.

The FC like the L3 Harris Radios and want to move forward with vendor Cleveland Communications Inc.
He states that 4/5 Cities apart of "5 City Plan" have already signed contracts with Cleveland Communications Inc.
FC Wetherbee makes sure to use that "Phase II" language which excludes all vendors, which is how bid was eventually rigged.
Disparages MARCS during comments, all claims unfounded except for the fact that MARCS would be building Towers to ensure communications to problematic areas in the county. The county would own system, CCI owns their system cities pay subscription.
NO RFP has been put out and Fire Chief Wetherbee is asking that Cleveland Communication Inc. contract be approved.

Elyria Fire Chief Pronesti

Elyria is not apart of 5 City Plan and has already moved forward with Cleveland Communication Inc
Grant Funding needed for Lorain and Elyria to move forward with Cleveland Communications Inc.
He has been waiting for 2 months for County to move forward and create Grant Money for Cities to purchase Radios from CCI using county ARPA dollars.

Commissioner Lundy (D) No Promises Made by County

Commissioner Lundy states he wants to give historic prospective where he admits he does know the previous board had a study completed but does not recall a commitment to make purchases of radios. He does know of software update being significant.

Commissioner Hung's Report

During Commissioners report Commissioner Hung addressed December 1st, 2021, board meeting where Commissioner Moore & Commissioner Lundy approved MARCS Tower Lease Agreement.

She seemed quite upset over this even accusing Commissioner Moore of picking winners and losers in the race to get on the cell phone tower.
Comm’r Hung claims to not have an issue with MARCS communication repeaters being placed on the tower, but then asks if the Commissioner will go back and allow her to review more information before allowing MARCS Tower Lease to proceed (no response was given).
Quote “Will my colleagues on the Board do the right thing today? As a Board we should never been in the business of jamming something through unless it is a true emergency and should another board member request more time to review the matter.”
She goes on to discuss how her attending 911 meetings was due to a repeater needing to be placed on Burns Road tower and was not to lobby (emails prove otherwise July 9th- 12th, 2021)
Claims radio project was put on hold in 2020 due to no communication system being chosen which is not true. Cost and COVID caused the project to die, also a new Board of Commissioners came to power and previous board decisions do not matter.

Later Commissioner Hung would state she offered MARCS a spot on Burns Road for $5,000/ month. Comm'r Hung only charged Cleveland Communications Inc $1,500/month.

Why would she try and charge MARCS $3,500/month more for same lease agreement?

Commissioner Hung's Misconduct & Requesting Investigation

· Request Lorain County Commissioner Michelle Hung be investigated by Lorain County Prosecutor and Resign.

· Hung has lost the trust and confidence of Lorain County Voters.

· Comm’r Hung has never given reason for her lies.

This claim is unfounded. • Comm’r Moore said he will be raising close to $100,000 just to be transparent because it will take that much to beat these corrupt politicians.
